Welcome back to From Memo to Law, I am Eleanor Whitcombe. Last time we watched a plastic bag ban take three and a half years. Today, the opposite. A change to parental leave that went from a briefing note to a law in eleven months, which inside government counts as sprinting. The question for this episode is simple. What was different? Part of the answer is that the evidence had been gathered years earlier by people who never saw it used. Part of it is the vehicle, a budget bill, which moves on its own timetable and skips some stops. I have a former deputy minister to explain the choices, and a payroll officer who had to make the change work on a Monday morning. We will look at what speed gained and what it cost.
