About the show

From Memo to Law follows one policy from the first internal memo to the day it takes effect, told calmly and without taking sides. Host Eleanor Whitcombe spent fourteen years as a policy analyst in Ottawa and now explains, in plain language, the parts of government that rarely make the news: who writes the options paper, why a cabinet decision looks different from the idea that started it, what a regulatory impact statement actually contains, and how consultation changes a draft. Each fortnightly episode runs 40 to 50 minutes and is built around one real case, from a plastic bag ban to a change in parental leave, with interviews from former public servants, lobbyists and the people who had to implement the final version. It is for students of public administration, journalists who cover government, and any citizen who has wondered why a promise took four years to become a rule. Eleanor does not score the outcomes, she shows the machinery.
